ဟောင်ကောင် အထူးအုပ်ချုပ်ခွင့်ရဒေသ (HKSAR) သည် ယင်း၏ ပထမဆုံးသော လူမှုစီးပွား ဖွံ့ဖြိုးတိုးတက်ရေးဆိုင်ရာ ငါးနှစ်စီမံကိန်း (၂၀၂၆-၂၀၃၀) ကို စက်တင်ဘာ ၁၆ ရက်၌ ထုတ်ပြန်ကြေညာခဲ့ရာ ယင်းသည် ဟောင်ကောင်ဒေသအနေဖြင့် ပိုမိုသာယာဝပြောသည့် အဆင့်သစ်ဆီသို့ ရောက်ရှိလာသည့် သမိုင်းမှတ်တိုင်တစ်ခု ဖြစ်လာခဲ့သည်။
အဆိုပါစီမံကိန်းသည် ဟောင်ကောင်ဒေသအား ပိုမိုပွင့်လင်း၍ အားလုံးပါဝင်နိုင်သော၊ လွတ်လပ်၍ သာယာဝပြောသော၊ ပိုမိုလုံခြုံသော ဒေသအဖြစ် တည်ဆောက်ခြင်းကို အထောက်အကူပြုမည်ဟု HKSAR အုပ်ချုပ်ရေးမှူး လီကျားချောင်း (ဂျွန်လီ) က ပြောကြားခဲ့သည်။
ယင်းစီမံကိန်းကို ထုတ်ဖော်ကြေညာစဉ် လီက ၂၀၂၆-၂၀၃၀ ကာလသည် ဟောင်ကောင်အနေဖြင့် လူမှုသာယာဝပြောရေးကို မြှင့်တင်ရန်နှင့် အားလုံးအတွက် ပိုမိုကောင်းမွန်သော နေရပ်ဌာနေတစ်ခုအဖြစ် တည်ဆောက်ရန် အခွင့်အလမ်းကို အမိအရအသုံးချရမည့် အလွန်အရေးပါသော ငါးနှစ်တာကာလဖြစ်သည်ဟု ထည့်သွင်းပြောကြားခဲ့သည်။
အပိုင်း ၇ ပိုင်းနှင့် အခန်း ၂၈ ခန်း ပါဝင်သော ထိုစီမံကိန်းတွင် နယ်ပယ်အသီးသီးကို လွှမ်းခြုံသည့် စုစုပေါင်း ညွှန်ကိန်း ၁၀၅ ခုကို ချမှတ်ထားသည်။ စီမံကိန်း၏ အဓိကဦးတည်ချက်များအနက် စီးပွားရေးဖွံ့ဖြိုးတိုးတက်မှု၌ ထိုးဖောက်အောင်မြင်မှုအသစ်များ ရရှိရေး၊ နိုင်ငံတကာ၌ ယှဉ်ပြိုင်နိုင်စွမ်းနှင့် သြဇာသက်ရောက်မှု မြှင့်တင်ရေး၊ အများပြည်သူ သာယာဝပြောမှုကို သိသိသာသာ တိုးမြှင့်ရေးတို့ ပါဝင်သည်။
ဟောင်ကောင်၏ ပကတိ ဂျီဒီပီ တိုးတက်မှုနှုန်းမှာ ၂၀၂၆-၂၀၃၀ ကာလအတွင်း သင့်တင့်လျောက်ပတ်သည့် အတိုင်းအတာအတွင်း ဆက်လက်ရှိနေမည်ဟု ခန့်မှန်းထားသကဲ့သို့ ခရီးသွားလုပ်ငန်း၏ တန်ဖိုးမြှင့်ပမာဏသည်လည်း ၂၀၃၀ ပြည့်နှစ်တွင် ဟောင်ကောင်ဒေါ်လာ ၁၂၆ ဘီလီယံ (အမေရိကန်ဒေါ်လာ ၁၆.၀၆ ဘီလီယံခန့်) အထိ ၄၀ မှ ၅၀ ရာခိုင်နှုန်းခန့် မြင့်တက်လာမည်ဟု မျှော်မှန်းထားကြောင်း ထိုစီမံကိန်းအရ သိရသည်။
ဟောင်ကောင်ဒေသအနေဖြင့် ၂၀၃၀ ပြည့်နှစ်နောက်ပိုင်းတွင် ဆန်းသစ်တီထွင်မှု လုပ်ငန်းများ၏ ပြည်တွင်းစုစုပေါင်းအသုံးစရိတ်နှင့် ဂျီဒီပီအချိုးကို ၃ အထိ မြှင့်တင်ရန် ရည်မှန်းထားကာ ၂၀၂၄ ခုနှစ်တွင်မူ အဆိုပါအချိုးမှာ ၁.၆၃ ရှိခဲ့သည်ဟု စီမံကိန်းတွင် ဖော်ပြထားသည်။
ထို့အတူ ဟောင်ကောင်ဒေသအနေဖြင့် ယှဉ်ပြိုင်နိုင်စွမ်း အားသာချက်ကို တိုးမြှင့်နိုင်ရန်အတွက် နိုင်ငံတကာ ဘဏ္ဍာရေး၊ ပင်လယ်ရေကြောင်းနှင့် ကုန်သွယ်ရေးဗဟိုချက်ဖြစ်သော ယင်း၏အဆင့်အတန်းကို ပိုမိုခိုင်မာအောင် မြှင့်တင်တည်ဆောက်ရန်၊ နိုင်ငံတကာ ဆန်းသစ်တီထွင်မှုနှင့် နည်းပညာ ဗဟိုချက်အဖြစ်လည်းကောင်း၊ အရည်အသွေးမြင့် ပညာရှင်များစုဝေးရာ ကမ္ဘာ့အချက်အချာ နေရာအဖြစ်လည်းကောင်း ဖွံ့ဖြိုးတိုးတက်စေရန် စီစဉ်ရေးဆွဲထားသည်ဟု အဆိုပါ စီမံကိန်းတွင် ဖော်ပြထားသည်။

Hong Kong unveils maiden 5-year plan, charts roadmap for high-quality development
HONG KONG, Sept. 16 (Xinhua) -- The Hong Kong Special Administrative Region (HKSAR) on Wednesday unveiled its first five-year plan for economic and social development (2026-2030), a milestone as it enters a new phase of becoming more prosperous.
The plan will help build a more open, inclusive, liberal, prosperous and safer Hong Kong, said HKSAR Chief Executive John Lee.
Unveiling the blueprint, Lee said the 2026-2030 period is five crucial years for Hong Kong to seize the opportunity to enhance social well-being and build a better home for all.
Comprising seven parts and 28 chapters, the plan sets out a total of 105 indicators spanning a wide range of areas. Key objectives include achieving new breakthroughs in economic development, boosting international competitiveness and influence, as well as significantly improving public well-being.
According to the plan, Hong Kong's real GDP growth rate is projected to remain within a reasonable range during the 2026-2030 period, while the value added of the tourism industry is expected to rise about 40 to 50 percent to 126 billion Hong Kong dollars (about 16.06 billion U.S. dollars) by 2030.
Hong Kong aims to elevate the ratio of total domestic expenditure on innovation activities to GDP to 3 after 2030, compared with a reading of 1.63 in 2024, the plan said.
To sharpen its competitive edge, Hong Kong plans to consolidate and enhance its status as an international financial, maritime and trade center, and develop itself into an international innovation and technology center and a global hub for high-caliber talent, according to the blueprint.
Efforts will also be made to expedite the development of the Northern Metropolis, deepen the development of the Guangdong-Hong Kong-Macao Greater Bay Area and create an international collaboration network.
