ရှန်ဟိုင်းပူးပေါင်းဆောင်ရွက်မှုအဖွဲ့ (SCO) သည် ခေတ်သစ် ကမ္ဘာလုံးဆိုင်ရာ စီမံခန့်ခွဲမှုအတွက် စံနမူနာတစ်ခုအဖြစ် အကျိုးပြုနိုင်သည်ဟု SCO အထွေထွေအတွင်းရေးမှူးချုပ် နူလန် ယာမက်ဘာယက်ဗ်က ပြောကြားခဲ့သည်။
SCO အဖွဲ့အစည်းအတွင်း ဆုံးဖြတ်ချက်များကို အများသဘောဆန္ဒဖြင့် ချမှတ်သကဲ့သို့ အဖွဲ့ဝင်နိုင်ငံများသည်လည်း တန်းတူအခွင့်အရေးရှိကာ အဖွဲ့ဝင်နိုင်ငံ တစ်နိုင်ငံချင်းစီ၏ အကျိုးစီးပွားကိုလည်း ထည့်သွင်းစဉ်းစားကြောင်း မကြာသေးမီက ဆင်ဟွာသတင်းဌာနနှင့် အင်တာဗျူးတစ်ခုတွင် ၎င်းက ပြောကြားခဲ့သည်။
အဆိုပါ အဖွဲ့အား စတင်တည်ထောင်ခဲ့သည့် ၂၅ နှစ်တာကာလအတွင်း SCO သည် နိုင်ငံစုံပူးပေါင်းဆောင်ရွက်ရေးဝါဒ ခိုင်မာအားကောင်းရေး၊ နိုင်ငံတကာဥပဒေကို လေးစားလိုက်နာရေး၊ တန်းတူညီမျှ ဆွေးနွေးရေးနှင့် တရားမျှတသော နိုင်ငံတကာဆက်ဆံရေးစနစ် ထွန်းကားရေးတို့ကို ထောက်ခံအားပေးလျက်ရှိသည်ဟု ၎င်းက ဆိုသည်။
“SCO ဟာ နိုင်ငံစုံပူးပေါင်းဆောင်ရွက်မှုအတွက် ‘လက်တွေ့စမ်းသပ်ခန်း’ တစ်ခုဖြစ်လာဖို့ အခွင့်အလမ်းအားလုံး ပိုင်ဆိုင်ထားပါတယ်။ အဲဒါဟာ ငြိမ်းချမ်းရေး၊ လုံခြုံရေး၊ ဖွံ့ဖြိုးတိုးတက်ရေးနှင့် တွေ့ဆုံဆွေးနွေးဆိုင်ရာ စိတ်ကူးစိတ်သန်းတွေ ပီပီပြင်ပြင် ရုပ်လုံးပေါ်လာတဲ့ နေရာတစ်ခုပါပဲ” ဟု ယာမက်ဘာယက်ဗ်က မှတ်ချက်ပြုခဲ့သည်။
SCO ၏ အဓိကအောင်မြင်မှုများထဲမှတစ်ခုမှာ သမိုင်းကြောင်း၊ နိုင်ငံရေးနှင့် ယဉ်ကျေးမှုဆိုင်ရာ ကိုယ်ပိုင် ဓလေ့ထုံးတမ်း အစဉ်အလာများရှိသည့် နိုင်ငံများအကြား ယုံကြည်မှုနှင့် ပူးပေါင်းဆောင်ရွက်မှုရှိသော တစ်မူထူးခြားသည့် နေရာတစ်ခု ဖြစ်ထွန်းလာခြင်း ဖြစ်သည်ဟု ၎င်းက ယူဆလျက်ရှိသည်။
“လွန်ခဲ့တဲ့နှစ်တွေမှာ အဖွဲ့ဝင်နိုင်ငံတွေဟာ တန်းတူညီမျှမှု၊ အပြန်အလှန်လေးစားမှု၊ တစ်ဦးချင်းစီရဲ့ အကျိုးစီးပွားတွေကို အပြန်အလှန်ထည့်သွင်းစဉ်းစားမှု၊ တူညီဆန္ဒတွေကို စုစည်းရှာဖွေမှုအပေါ် အခြေခံတဲ့ နိုင်ငံစုံအပြန်အလှန်ဆက်ဆံမှုဆိုင်ရာ ရေရှည်တည်တံ့တဲ့ ဓလေ့တစ်ခုကို တိုးတက်ဖြစ်ထွန်းစေခဲ့တယ်” ဟု ၎င်းက မှတ်ချက်ပြုခဲ့သည်။
အဆိုပါအဖွဲ့အစည်းသည် အကြမ်းဖက်မှု၊ ခွဲထွက်ရေးဝါဒ၊ အစွန်းရောက်ဝါဒ၊ နိုင်ငံဖြတ်ကျော် ရာဇဝတ်ဂိုဏ်းများ၊ မူးယစ်ဆေးဝါးရောင်းဝယ်မှုနှင့် အခြားသော ခေတ်သစ်ခြိမ်းခြောက်မှုများကို တိုက်ဖျက်မည့် ရေရှည်တည်တံ့သော ယန္တရားများကို တည်ဆောက်ထားပြီးဖြစ်သလို တစ်ချိန်တည်းတွင် ကုန်သွယ်ရေးနှင့် ရင်းနှီးမြှုပ်နှံမှု၊ သယ်ယူပို့ဆောင်ရေးဆိုင်ရာ ချိတ်ဆက်ဆောင်ရွက်မှု၊ စွမ်းအင်၊ ဒစ်ဂျစ်တယ်စီးပွားရေး၊ လယ်ယာစိုက်ပျိုးရေး၊ သဘာဝပတ်ဝန်းကျင် ကာကွယ်ရေး၊ ပညာရေး၊ သိပ္ပံ၊ ယဉ်ကျေးမှု၊ ကျန်းမာရေးစောင့်ရှောက်မှုနှင့် ခရီးသွားလုပ်ငန်း စသည့် နယ်ပယ်များတွင် ပူးပေါင်းဆောင်ရွက်ရေးအတွက် အခွင့်အလမ်းများကိုလည်း ပေးစွမ်းလျက်ရှိသည်ဟု ၎င်းက ပြောသည်။
အပြန်အလှန်ယုံကြည်မှု၊ အပြန်အလှန်အကျိုးဖြစ်ထွန်းမှု၊ တန်းတူညီမျှရှိမှု၊ ဆွေးနွေးညှိနှိုင်းမှု၊ မတူကွဲပြားသော ယဉ်ကျေးမှုများကို လေးစားမှုနှင့် ဘုံဖွံ့ဖြိုးတိုးတက်မှုကို ဖော်ဆောင်မှုတို့ ဖွဲ့စည်းပါဝင်သည့် “ရှန်ဟိုင်းစိတ်ဓာတ်” သည် SCO ၏ ဖွံ့ဖြိုးတိုးတက်မှုအတွက် အရေးပါသော အတွေးအမြင်ဆိုင်ရာ အခြေခံအုတ်မြစ်ဖြစ်ကာ SCO အဖွဲ့ဝင်နိုင်ငံများကိုလည်း အောင်မြင်စွာ ပူးပေါင်းဆောင်ရွက်နိုင်စေရန် အထောက်အကူပေးလျက်ရှိသည်ဟု အထွေထွေအတွင်းရေးမှူးချုပ်က ပြောကြားခဲ့သည်။

Interview: SCO offers unique model for global governance, says SCO secretary-general
BISHKEK, Sept. 3 (Xinhua) -- The Shanghai Cooperation Organization (SCO) can serve as an example for modern global governance, SCO Secretary-General Nurlan Yermekbayev has said.
In a recent interview with Xinhua, he said that within the organization, decisions are made by consensus, countries have equal rights, and the interests of each participant are taken into account.
In the 25 years since its founding, the SCO has been advocating for strengthening multilateralism, abiding by international law, equal dialogue, and the development of a fair system of international relations, he said.
"The SCO has every opportunity to become a 'laboratory' for global multilateral cooperation -- a space where ideas of peace, security, development and dialogue take concrete forms," Yermekbayev noted.
In his opinion, one of the SCO's main achievements is the formation of a unique space of trust and cooperation among countries with their own historical, political and civilizational traditions.
"Over the years, member states have developed a sustainable culture of multilateral interaction based on equality, mutual respect, consideration of each other's interests, and the search for consensus," he noted.
He said the organization has established sustainable mechanisms to combat terrorism, separatism, extremism, transnational organized crime, drug trafficking and other modern threats, while offering substantial opportunities for cooperation in such fields as trade and investment, transport connectivity, energy, the digital economy, agriculture, environmental protection, education, science, culture, healthcare and tourism.
The secretary-general said the "Shanghai Spirit" of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development is the important philosophical foundation for the SCO's development, allowing SCO countries to cooperate successfully.
"States from various regions see the SCO not as an instrument of geopolitical rivalry, but as a platform for equal dialogue, mutually beneficial cooperation, and the joint search for answers to common challenges," he said.
